Hi,
I'm thinking about a couple of limit cases that can happen while playing this game:
1. what does it happen in a 3 players game if all the players are informants?
2. how could a rebel win if he's against 3 informants in a 4 or 5 players game?

If those above are limit cases as I think they are, how could they be fixed?

We call those 'edge cases', by the way.

1. The players only win if nobody is terminated. As such, they should circle-vote, so that each player gets one vote.

2. He needs to claim to be an informant and confuse the others as to where the loyalty tokens are, so they terminate the wrong person.

I don't think either scenario is actually game-breaking, because of the hidden and shifting loyalties. You could try going down to two informant tokens (and two HQ tokens) for lower player counts, though?
