Shelter Island Heights
The Territorial Concessions card says it can be played "upon the surrender of" Austria/Prussia. Does this really mean that the card can only be played in the same Surrender Phase in which France has forced Austria or Prussia to surrender? Or can it be played in any subsequent Surrender Phase after forcing the surrender (provided of course the country remains neutral/French allied)? If the latter, presumably it can't be played if the country becomes insurgent. Also, would defeating an insurrection count as forcing a country to surrender for the purposes of this card, or does surrender here only refer to the surrender of CM members? I assume the latter because the card says it can be played only in the surrender phase, while failed insurrections occur in the Insurrection Phase.

The TC card can only be plaued in the sample phase the relevant country surrenders -- I understand that the likelihood of having the card at the right time is limited and that is why I made this card a red card that the French player can swap out of the discard pile.
Only a true surrender causes the deck to be reshuffled as you orrectly understood.
