You have got to have a Congress and the Supreme Court.
Lincoln got the Congress and the 13th Amendment bypassed the Supreme Court.
The House of Representatives [only] can levy taxes. And, the Senate, only in the 20th Century chosen by popular vote, is still unrepresentative California having two Senators and Delaware having two.
But, changing the Senate would require a Constitutional Amendment and compromise Federalism... which last is the only reason why Colorado can have dope.
Otherwise, the the whole freaking country is run from Washington, the way Britain is run from the City of London and France from The city of Paris.
Fat chance of change without "local" Federal elections.
We have Democracy like they had in the Soviet Union. You get to vote "Yes" or "No". Here we call it "Democrat" or "Republican".
I am not complaining.
