I was thinking originally that if someone did get less of the defensive cards on the draw then they would be getting more of the offensive cards and that that would balance it out.
They are more likely to draw offensive cards, but that does not mean they will. This is really the heart of the decision and speaks to what your design intent is. In both conceptions of the game the players draw exactly the same cards on average, the question is how much spread do you want in those distributions.
On another note that you brought up when you tried the game out-
Right now we're playing around with some dual card ideas to even out the power of the 2 and 3 fence cards and give people more options. we haven't tested them yet but the idea is you can use a card for a special ability or you can use it to put fences down.
That sounds promising. I'm curious to see how you balanced the abilities against the fences, and what abilities you came up with.
