I'm playing a game on Vassal right now where the Patriot played marched enough cubes into a space to gain control of it and then in the same march command brought in the militia without activating them because control changed. (And the space is at active support.) Are we doing this right or does control change after the command is completed and that militia should be activated?

Seems like control change is instantaneous, but the March Procedure detail box for the Patriots does say:
Set Militia of a moving group to Active (1.4.3) if: • The destination is a British Controlled City before the move, and • The moving group’s number of units plus the number of British cubes in the destination space exceeds 3.
So if it was a CITY space, and it was British controlled prior to the march being executed, then the activation of Militia should occur if the number of units the person marches into the city + British cubes > 3.
