Simple enough, you use all 4 Alliances/Colors in any give deck. Normal Constructed rules apply when I co e to the 2x 1's for every 0 in faction. It is sort of Demigods-lite*.
30 card deck:
2 Open Slots (still following the 2:1 Ratio for "Free cards")
This means that in a given Faction you may have 2x 0's because you will have 5 other cards. Your 2 open slots can be whatever you choose within the rules. So taking Wild up to 3x 0's and 6x 1's is possible if you use both open slots to give Wild 9 cards.
I am mentioning the 30 card format so that this can be 4 players on a single Base Set box of Epic. There will be a little pinch when it comes to fi, ling in the open slots, but either having Tyrants or the KS (year 1) Promos will help with choices.
60 card deck:
15 of each Faction
This is much easier on the eyes, but using 1 box of Epic takes a bit of finagling, or just trial and error.
15 cards means you can have up to 5x 0's with 10x 1's in each Faction.
*Demigods is my favorite Constructed format, and perhaps I will figure out how to split the original 120 into 4 balanced decks with a "Superhuman"/"Semi-Demigod"/"Leader".
Let me know your thoughts. Especially the 4 Leaders of these mish-mash decks.
