I have a question.
I think the rule is clear but I think that the rule can be "gamey".
Japan attcaks hex 2108 with 3 armies. The defenders are two burmas divisións and a chinese army. Allies reacts and an indian corps and a british corps march from Rangoon joining the battle. Japan wins and retreats the indian corp ande chinese army to Burma, where another chinese army stais, so there are three ground units, ande the remaining british corp (the others are dead) is retreated to 2308.
I think thas has no sense for the british corp (that corp has arrived from Rangoon) to retreat into the jungle near being OOS, I think 2107, for example, has more sense.
abd the order of retreat is decided by the ofensive player too, isn´t it? So offensive player could have retreated the por numbers brigades to Rangoon (if they have survived and japans still have won the battle) and the veste Corps and armies to the jungle hex 2209 being OOS.
I think that tropos generally retreats in theur HQs direction or to a strong position or something, no to the jungle.
At 1.942 when japanese army invades Buna (hex 3922)"Kokoda Track campaign" https://en.wikipedia.org/wiki/Kokoda_Track_campaign , the defenders retread to Port Moresby defending the Kokoda Track, with the rules if the japan playes invades Buna could retreat the survivors to Lae (hex 3822) because the two hexes are named hexes.
RAW 2.0: "A retreating Reaction ground unit is moved by the Offensives player
into an adjacent hex that does not contain Offensives unit, that was
not a hex from where an Offensives ground unit entered the battle
and where retreating to does not cause an overstack. If possible,
the hex has to be a legal named location friendly to the retreating
unit; if this is not possible, any legal hex may be selected. If these
conditions cannot be met or if the battle-hex is a one-hex island, the
Reaction ground unit is eliminated."
I think the rule has been correctly aplied but also I think that there is something wrong with the rule.

I think a change could be fine:
9.5. Instead of "A retreating Reaction ground unit is moved by the Offensives player into an adjacent hex" it should read: ""A retreating Reaction ground unit is moved by the Offensives player, if the intelligence condition is surprise, or the Reaction player if it was changed to intercept or ambush, into an adjacent hex".
