When determining range for weapons fire, which example is appropriate?

For this example, I'm looking at a Medium Laser on the Quick start rules Cicada sheet that has ranges as follows: Short = 3, Medium = 6, and Long = 9.

Are ranges determined like this (based on hexes from attacker):
Short Range = 1,2,3,4,5
Medium Range = 6,7,8,
Long Range = 9

Or like this:

Short Range = 1,2,3
Medium Range = 4,5,6
Long Range = 7,8,9

Each number following the range is the UPPER limit of that range. The second one is right.
