If a Royalist event shifts support in 2 colonies 2 levels toward passive support, (William Pitt...) Do propaganda markers need to be removed in the colony targeted and removal counts as 1 level of shift?

Example
The Indian Player takes William Pitt event, Shift two colonies each towards Passive Support

Conn/RI is at Active Oppositon but has a propaganda marker. If this colony is selected as one of the two colonies per the event, does...
1) The propaganda marker is removed and the colony goes to Passive Opposition
2) The propaganda marker stays and the colony shifts to neutral

Ah, the use of "yes" or "no" answers takes us back to days of yore where such was the best you could expect from AH or SPI.

Why are the propaganda markers not taken into account? What is their purpose if not to make Royalist support more difficult?

Nothing in the event text states to remove (or even acknowledge) them at all.

Propaganda markers affect British Reward Loyalty, both during British Muster and during the Support Phase during Winter Quarters.

Oerjan answers hundreds of COIN questions here on BGG. This one had a simple answer. Expecting him to not only answer all the COIN questions he does, but also go in depth about the design philosophy behind why the rules are the way they are is expecting a lot from a guy who isn't getting paid to answer these questions.
