Can you choose not to roll your gains if you want a fail effect for example ?

One of the thematic reasons I've seen for this is that you might want the fail effect for some strategic reason, but the investigator does not. These are characters that we have some influence over, as to which direction they travel, what actions they choose to take, etc., but there are things in their own natures that we can't control.

As others have said, no you can't. You can use focus, clues, or other rerolls to try to change your successful rolls, however.
