My version of the game didn't come with any, but one of the pictures of the game has some tiddly-wink-ish chips in a box. What are the chips for?

They are for scoring.
The rules in my version have a little section on them.
Each player starts with 500 points in chips.
When a player goes mhing, the other players have to pay him the credit value of his hand. The game ends after 4 rounds (the winner being the player with the most chips) or if 1 player has all the chips.
There's a chart for converting your point totals to credits (it's base 2 based...so it starts as 2 points equal to 1 credit and ends at 256 points equal to 14 credits, it doesn't step evenly though).
