We just finished a 2-player game.

The pain was that a given resource (flax in this case) was not available to one of the players, who had built all the chains for tools and weapons... except for the flax.
No matter how many times he played the Notary action, with privilege; because the 3 remaining flaxes (the other player had built one already) were at the bottom of the deck.

Result: the other player would score 30-40 points more during ships departure.

Our diagnosis was that since with 2 players there are fewer purchases (Notary action), the deck of basic building stays there forever.

So we decided that at the next game we will be able to pay 1 money card for placing the 3 buildings (that you get in your hand using the privilege at the notary) at the bottom of the deck instead of the top.

As an alternative, or in combo with that, we also thought of reducing the number of cards available for each basic resource.

Ideas?

It is already intended that you are able to place cards at the bottom of the deck after using privilege with the notary action. Unfortunately it is not mentioned in the rulebook, see this thread for clarification. We also interpret the explanation from the designer that you may decide for each stack to either put the card(s) on top or the bottom (see also this reply, fifth question). Though this may be our own small variant that we like to use.

That still does not guarantee that you will get the necessary building in time, but that is where the storehouse (for half products) and the market (for raw material) come in. It is easy to overproduce on raw materials a few times early in the game so that you have cubes on the market for those times when you need raw materials that you cannot produce. And cubes on the market are also useful later on for the Trader's guild privilege action.
