How are screenshots (not just of computer versions of board games) of copyrighted material defined in the BGG hierarchy?
Do they represent fair use (as per http://en.wikipedia.org/wiki/Template:Web-screenshot) and can they be posted?

A screenshot of the original material doesn't change the copyright for that material. You cannot 'get by' my copyright by using a screenshot of my rules, pictures etc.

I'm not trying to circumvent copyright. I'm asking if this usage is deemed 'fair use' and is in line with the BGG rules.

But it can be impossible to see any difference between a screenshot of a picture and the original picture file.
