We always let lapped cars unlap under safety car!

Problem is if safety car is out for more laps.
Do you let lapped cars unlap first and then let cars pit if they are due for pitstops?

If you unlap first, a car unlaped can gain position in pitstop.

Example:
Safety car is out in Turn 12-16 (28 Turns in the full race)
Turn 13: No one pits, then we unlap lapped cars.
Turn 14: Pitstop
Turn 15: nothing
Turn 16: Pitstop

But of course you could before time.

Safety car is out in Turn 12-16 (28 Turns in the full race)
Turn 13: Pits 1 Turn before but has to move extra spaces back for a one-pit race, then we unlap lapped cars. (Here I suggest that cars unlapping should be allowed to come before the car(s) that makes a longer pitstop)
Turn 14: nothing
Turn 15: nothing
Turn 16: nothing

In one of my league's Hungary races we had the safety car come out. The leader pitted that turn, then had a robot crash to bring out the safety car. One player on the other team needed to pit that turn, which put him at the end of the line, behind the lapped cars and in 6th place. If there was a rule that you could dive into the pits before the safety car is deployed, then he would only have lost 1 place instead of 3.

A house rule of allowing lapped cars to unlap would have also helped him. It seems like you would need a safety car out for at least 3 full turns in order for the lapped cars to go around. During a short safety car period like the remainder of the turn, then the cars should not unlap.

I do think the players should pit first, then have the cars unlap. That way it puts the cars on the lead lap ahead of the slower cars.
