Maybe like the land system in Magic Gathering?

Basically you have a certain number of points each turn to spend on everything (attack, defence, taking units in/out etc)

What makes it real interesting is you have to spend your points to get more points to get more powerful.

It's been forever since I've played but I think the way it works is you start out each game with one land card that generates 1 or 2 mana points (MP) each turn.

You can either use those MP to cast spell cards, deploy creature cards, OR play more land cards, which in turn will give you more MP to use each turn.

But, of course, you only have a limited number of points to use each round, which makes it strategic.
Also maybe make it where the players can't see each other's hands and they play one card at a time so like

Player 1 attacks not knowing what defenses player 2 has
Player 2 has to figure out which card to use to counter or block based on P1's next most probable attack
