Subject: Question Regarding The Timing of Playing Cards rss

Here is the scenario:

Player A and Player B each have one character in the Armory. There is going to be a zombie attack and there are two explosion markers already on the Armory. Player C (who does not have a character at the Armory) has an Action Card he wants to play that would kill a zombie but also add the third explosion marker. My understanding is that Action Cards can be played by anyone at anytime at a location even if they do not have a character there.

How does the card timing on this work? If the players who are at the Armory can take care of the threat, does Player C not get to play his card? And what if the players in the Armory cannot stop the invasion and decide to go to a vote. Can Player C still play his card to add the explosion marker regardless?

Any player can play action cards at any time, anywhere, EXCEPT after voting is done.
So player C could play that card to add an explosion marker, regardless of what player A and B do.

Timing? there's no order. You can say you'll play a card, and see if another player does something about it. This is just talking (negotiating and threatening). But we play that once an action card is on the table face-up, then it's already played and nobody can play anything "before". But anyone could play a "STOP" (cancel an action card) afterwards.
