Probably a dumb question, but are we supposed to start with the data tokens depicted at the bottom of our ship card? Maybe this is something that just comes into play in the solo game, about which i haven't read?

Those are for when you play with a dummy player in solo or fully cooperative modes. They're used as part of the time keeping mechanism to keep you from intentionally playing too slowly.
