I was just looking at the tech cards that allowed you to get new planet cards from the planet deck with out the survey role. there are 6 in total between exotica, escalation and the base game.

Thorough Probing (action: discard any number of cards. RECON the planet deck for that number of cards. you may play an additional action during this action phase.)requirements 3 research and 1 exotic planet (exotica expansion)

Deep Space Probes (action: RECON the planet deck for 1 card you may play an additional action during this action phase.) requirements 5 research (or 2 medium ships) and 2 metallic planets. (escalation expansion)

Double Back (action: take 1 planet card from the planet discard pile and put it face-down into your empire.) requirements 3 research and 1 metallic, 1 earth and 1 advanced planets. (exotica expansion)

Junk Diver (action: RECON the planet deck for 1 asteroid. after your role phase mine 1 asteroid (at no cost).) requirements 5 research and 2 exotic planets. (exotica expansion)

Tractor Beam (action: RECON the planet deck for 1 asteroid. put that card into your empire face-down.) requirements 3 research and 1 of each of the basic planets (metallic earth and advanced.) (exotica expansion)

Survey Team (action: take the top card of the planet deck and put it into your empire face down.) requirements 5 research and 2 metallic planets. (base game)

with thorough probing if you discarded x cards you get x planets of your choice, thats better than the survey role. you do have to discard cards, but chances are you will have some cards that you can not even use during your turn. you also get to take another action, it is also just a level 1 tech card. deep space probes allows you to recon the planet deck for 1 card (you don't have to discard any cards) and take an extra action, but it is a level 2 tech card. Junk diver is also good because you can take an asteroid then after your role you can mine it for free, it is also a level 2 tech card.

am i missing something?

RECON doesn't mean put the cards into your hand/tableau, it means put it on top of the deck...

darthnice is correct. So 3 of your 6 listed cards just put cards onto the top of the planet deck (presumably cards you want), which you can then use a Survey role to get, or if you happen to have another action (due to Double Time or something), you could use Survey Team to get the planet you RECON'ed for.
