The rulebook says to include 1 predator per player, but the card divider says to include 2. Which is correct?

I use 1 predator per the rule book. I didn't even realize that the divider says 2

1 predator per player

Maybe it is on the comment section of KS page.
I remember the creator had replied about this but only once.
