I've hosted a CE tournament going on 4 years now, and the format we've created has held up VERY nicely. I'm going to share our format below so that if you'd like to try it out you can, or if you have questions we can discuss.

Also, if anyone else out there has a format that has worked for them, PLEASE share. I think Cosmic Encounter tournaments play really well and provide an incredible gaming experience.

Here is our format!

Schedule:
4:00-4:15 – Rules meeting and first round set up
4:15-7:30 – 3 rounds of “Pool Play”
7:30-8:00 – Short Break
8:00-10:00 – 2 rounds of “Championsip Play”

Pool Play:
Once everyone arrives each player will be assigned a number at random. This number is to remain a secret as it will have a small effect on gameplay. Mainly, these numbers will place you in all three of your pool play games. You will have the opportunity to play against every other person in the tournament during pool play.
Players during pool play are attempting to score as many total foreign colonies as possible. The total foreign colonies obtained in all three rounds during pool play will determine your ranking in the Semi Finals/Championship.
In the event of a tie after pool play, the player with the most successful main player encounters (offense or defense) will receive the higher seed. If ties still exist then destiny will decide who is rewarded the higher seed.
Gameplay is standard cosmic encounter rules. All current expansion cards/aliens will be in play (Tech/Hazard/Reward/Space Stations/Classic Filch Flare), and the first player(s) to 5 foreign colonies wins the round.
When choosing player alien powers each player will get three alien flares (one more than standard Cosmic) to choose from. For the purposes of tournament play and regulating time, players will only play with one alien per round. (Certain game affects allowing additional alien powers are still permitted)
The alien “Schizoid” is banned from this tournament.
All debates are first settled by consulting any cards played for proper timing use. If the cards cannot determine a proper outcome, consult the rule book. If at this point a debate still cannot be settled by the players at the table, the players must choose someone who is not playing in that game to step in and resolve the issue.
At no time in the tournament may you negotiate your fifth colony.
Alternate Victory Condition Aliens (Sadist/Genius/Tick Tock/Masochist):
Play at your own risk. Successful completion of an alternate victory condition alien constitutes a 5 colony victory. If not completed, progress will determine number of colonies awarded.
Pool Play Time Cap:
To regulate the speed of the tournament, a time cap will be in place and must be followed. We will use a “Soft Cap” followed by the “Hard Cap.”
Soft Cap: 45 minutes- once the soft cap goes off, players finish the encounter in progress followed by playing the “final two encounters.” If a winner is determined before using all of the remaining encounters the game is over. If a winner is still not determined after the final two encounters the game ends.
Hard Cap: 55 minutes- once the hard cap goes off, the game immediately ends.
If the Entropy Beast Hazard card causes all players to lose the game in pool play, the game ends and all foreign colonies are lost.

Small Break Time:
Once everyone has played their 3 pool play games, all the foreign colonies will be tallied along with settling all tie breakers and all players will be ranked. Use this time to eat some snacks and hang out and prepare for the final two rounds.

Championship Play:
There will b "x" number of players eliminated from Championship play once pool play is completed. "X" will be determined prior to Pool Play based on the amount of players playing.
Once all players have been ranked, we will all meet to discuss the current rankings. There will be “x” number of automatic bids into the championship game. “X” will be determined prior to the start of the tournament based on the amount of people playing. These automatic bids will have a bye during the semi finals and will be awarded a guaranteed seat in the championship round. The remaining players will compete in the two semi final matches to compete for the final seats in the championship game. You will be placed at a table based on your seeding from pool play.

Semi Finals:
Each semi final game has two available seats to the championship. The first two players from each game to secure 5 foreign colonies will advance to the championship game. This means that if one player reaches five colonies first, the remaining players will compete for the final spot. Remember, ONLY TWO PLAYERS CAN ADVANCE FROM EACH TABLE.
No time cap enforced in Championship Play (Semi-Finals/Finals)

Championship Game:
The player(s) who were awarded the automatic bid into the championship game and the next highest seed at the table from pool play will have the option of selecting from 4 alien flares of which they may choose one. All other players will still have three to choose from.
No time cap during the championship round. Only one player may win, no shared victories are allowed in the final round.
The Entropy Beast Hazard card can NOT cause all players to lose in Championship play (Semis or Finals). While the card will continue to have it’s effect, the game will not end if a player falls below three planets. HOWEVER, if a player is reduced to zero planets because of the Entropy Beast (or other play effect) that player is eliminated.
