Because red is closer to the inner lane

Your example is similar to the example in the rules
You can find it on page 11 under "winning the game"

Your situation is similar to the example between the red and yellow car
Because red is in the innermost lane in the example, therefore it beats the yellow car for second place


So for your case, Red is in the second most inner lane, and blue is in the third most inner lane, so red breaks the tie

In the example in the rules we are in a turn but in my example we are in straight. What is the inner line in a straight ?

The inner line/lane in a straight (or in a curve) is the line closest to the center of the board

Basically in the map you have given, the lane with the black spaces is the furthest lane from the center
And the lane with the most white spaces (the lane that all the cars started on) is the closest lane to the Center of the board
