I haven't read through all the cards yet, just the rulebook, but I wanted to ask a couple questions.

1. What is the purpose of the spy? I understand that you can deploy in a place where you don't have presence, but what are the benefits of this?

2. Does devouring cards have a cost?

3. Is there a limit to the number of cards that can be devoured in a turn?

1. You have presence in any location where you have a spy. There are also several cards that require spies for their effects.

2 and 3. Devouring isn't a basic action, you need a card to do it.

Having a spy in place also stops an opponent from having Total Control, even if you add no troops.

The spy is the best way to jump behind enemy lines as it can be placed anywhere on the board. I think the spy is really important if you can jump on it quickly and deploy troops in the same time.
