The rules for regional blocks, rightly aim to penalise forces that move without the correct leader outside their region. However, care has to be taken not to forget and on a couple of occasions, mistakes have been made.

One alternative could be for each regional block outside it's region at the end of turn, without appropriate leader block lose one step.

That would be less punishing, though players may still fail to realise that they have a regional block outside of its home region (and thus neglect to remove the strength). I don't really have a formal rule for what to do when a player realises that he has moved a Regional block illegally. There is a rule for what to do after battle - as a Retreat may cause a Regional block to be left without a leader. I think this is something that more widespread playtesting would help to find the best solution.
