We played our first two games of Hostage Negotiator tonight, and our second win hinged on one point...

The major demand 'release fugitives' for Arkayne states that you can spend 4 conversation points during any conversation to take any 2 cards in the next spend phase.

Since you can buy new cards during the conversation phase after the pivotal event, can you also use conversation points to concede to this demand and therefore take any two cards into your hand directly?

We interpreted it that way and managed to win on a lucky die roll, but it all depends on whether the above interpretation of the card is correct.

Yes, your interpretation is correct. In essence, the Conversation and Spend Phase in the last round are combined. Congrats on the win!
