Must a company (either minor or public) take loans if even the maximum number of loans will not be enough to purchase the cheapest train from the bank?

It makes a bit of a difference on the stock price reimbursement when nationalized. The company would be able to pay back all but one of the loans taken due to the interest being taken off the top and would consequently move back an additional space.

No. A trainless company that can't take enough loans to buy a new train may buy a train from a friend or be nationalised. In neither case are new loans taken.
