No. "...as if a Germanic player" means that the Belgae get to take a Command for the Germans as if they were an active player, meaning you follow all rules listed in 3.4. The SA doesn't even reference 6.2.2, meaning that all of those priorities only count during the German Phase in Winter. In the case of 3.4.2 Germanic March, you pick the origin, and move any (or all) Warbands to ONE destination, and flip everyone that was in the origin (whether they moved or not) to Hidden.
So in your example, you could force the Germans to move out of a region to gain control (provided Amborix/Successor was close enough to the origin).

Yes, that's right, Ambiorix can Enlist the Germans to March where he likes.
In this case, Belgic Control of that Region may be in effect by invitation, that is, via bonds between some of the chieftains in those areas with Ambiorix--an internal plot among Germans, perhaps.
In any case, Germanic Rally and 6.2.2 are apt to bring Germanic Warbands back soon. I have found it hard as the Belgae to hold onto Germania when under pressure elsewhere, and it's not as lucrative as Belgica itself or areas to the south.
