Is passing only allowed if you are not able to make a legal play, or are you allowed to pass even if there is a legal play available?

I'm seeing conflicting information about this. On this FF website:
https://www.fantasyflightgames.com/en/news/2016/3/23/see-thi... ... it says:

"Pass. If you choose to pass, play proceeds immediately to the next player. If all players need or choose to pass, the game ends, and you and your opponents score your runs." (bold emphasis is mine) This clearly implies passing can be freely chosen. Whereas the rules state:

"If the player is unable to either execute a program from his hand, place an access point token by discarding the top card of the program stack, or execute a generic program from the program suite, the player skips his turn." Skipping here sounds the same as passing and is clearly meant to be a last resort.

So which is it? Free passing or not. If not, how can this be enforced? Would you have to reveal your hand to the other players to prove that you are not able to make a play?

Id say "do what you want" if thats the case.

Id always go by the rulebook not whats posted online.

But i dont see any reason to want to pass though?
everytime i play i want more turns

What reason would one ever want to pass?

maybe all the options you have at the moment set up the next player too well?

Rules, page 7:
Quote:
A player must choose one program and execute it during
his turn. If the player is unable to either execute a program
from his hand, place an access point token by discarding
the top card of the program stack, or execute a generic
program from the program suite, the player skips his turn.

In the rare case that all players have consecutively
skipped their turns, the game ends immediately and
players proceed to endgame scoring


The article explaining play is not the rules as written and erroneously indicates that you can 'choose to pass'.

When we play, skipping/passing was very rare and typically only happened after your private stash of programs was depleted.

Be aware that Adam may have to extend the game even if that player doesn't want to.
