I've always wondered what the rationale was behind the cards not being put in order within the shrink wrap...
I think it's just that it wasn't seen as a problem. The sheets are 10x10 and cards typically have 10 copies, so by default you'd expect to get a pile of cards all grouped nicely together. However when you have e.g. Gardens with 12 copies, it throws it off. You can separate those out so that the other cards are all together, but well it's been hit and miss as to how much that was done.
