I borrowed the idea from the game Regatta.

Before each player's turn, roll x2 d8. On a roll of 16 rotate the wind 45 degrees clockwise. On a roll of 2, rotate it counter clockwise.

This can be adjusted if you find too many wind changes to x1 d8 x1 d10 and clockwise shift on 18, CC on 2. Or even less wind activity by rolling x2 D10's and changes on 20 or 2.

If you find yourself facing the wind (luffing) at the start of your turn (after rolling x2 d8), you lose your turn. On your next turn, you can only maneuver 45 degrees.

If someone tries this before I do, let me know how it works.
This method also allows for wind changes after anyone's move, not just the leader.

A more consistent result would be to use the dice as per the following chart:

Boats in race:

2 boats - x1 d8, x1 d6 clockwise shift on 14 CC on 2
3 boats - x1 d8, x1 d10 clockwise shift on 18 CC on 2
4 boats - x1 d8, x1 d12 clockwise shift on 20 CC on 2
5 boats - x1 d10, x1 d12 clockwise shift on 22 CC on 2

This should yield a wind shift approx. every 12 turns. for 2 4 or 5 players. Every 13.33 turns for 3 players.

For a little more frequent wind changes (every 10 turns)

2 boats x1 d4, x1 d10 clockwise shift on 14 CC on 2
3 boats x1 d6, x1 d10 clockwise shift on 16 CC on 2
4 boats x1 d8, x1 d10 clockwise shift on 18 CC on 2
5 boats x1 d10, x1 d10 clockwise shift on 20 CC on 2
