Page 31 of the manual is a list of highlighted rules. It's essentially an FAQ developed from the rules most often missed in play testing. It's especially nice to re-read it after you played a few times...you probably played something wrong.

Seriously, as a guy who has spent a great deal of time answering questions on various game forums here, I understand what you're saying. More and more we see threads from people who don't even make an effort to read the rules and want somebody to 'teach' it to them (as if reading an explanation written here would be more useful than reading the actual rulebook).

I don't see those people running to break out the rules when you point out an important page in a thread. If they've looked, they will have seen the page, and if they haven't looked that's not likely to change.

I wish bgg would have page that simply says in very large letters RTFM before someone can post a new thread in the rules forums. They are so stingy when it comes to game entries and yet so lax when it comes to things like posts in the rules forums.

"Some of the rules and sheets seem to be missing page 31."

Completely on-topic: I'm glad I'm not the only one who calls it a "manual". I keep trying to break myself of my old videogamer habit (REALLY old--they don't even give you manuals anymore) and switch to "rulebook" but it just won't take.
