Since the victory conditions are not mutually exclusive, how are you supposed to interpret them? Let's take an odd scenario where the DPRK controls 1 Urban hex in Seoul but the ROK still controls Dongducheon?

Did this actually occur? I think you'd be hard-pressed to see it.

An alternative I was thinking about was to read them from top to bottom and stop at the first "TRUE" VC. After all, if the DRPK reached Seoul, who cares about Dongducheon, right?
