In the backstory of the game, Q uses his power to bring all the Star Trek captains together, but Q is not the only character who could have accomplished this. Wesley Crusher also has the power to move through time and space ever since he left Star Fleet to follow the Traveller.

Imagine Wesley Crusher bringing all the Star Trek captains together to play a game...

I think the real 'missed opportunity' here was the chance to have an awesome Star Trek game based on the Risk framework, where you could play as Federation or Klingon or Romulan or Borg, etc, and to have faction-specific strategy and event cards, somewhat similar to what you find in Star Trek Fleet Captains.

Maybe they couldn't afford him, since Big Bang Theory turned Wil Wheaton into an actual celebrity.
