Subject: Clarification on "Majority" Shareholder rss

In the rules only the "majority" shareholder or a shareholder tie for "majority" for a company is allowed place track for that company. Technically "majority" means more than half. I'm thinking the meaning of the rules in this case would be what is technically "plurality" shareholder, the one with more shares than anyone else but not more than half.

Also, I would think that unsold shares still held by the company are not counted in determining who has the most shares.

Games frequently use majority in this way even though this is not standard usage in the US. My understanding is that it is perfectly acceptable usage in some other parts of the world.

I don't recall ever seeing a rule book use the word plurality.
