The rules state that the end game is triggered once a player launches their third beer.

Do beers that were previously launched, but are currently in front of a player due to losing a brewfest, count toward the three launched beers, or do only beers currently in regions count?

The rule on page 17 says, "The end of the game is triggered when the first player brews her 3rd beer."

Page 10 informs us that a player brews a beer "by laying the Beer Card and the Ingredient Cards on the table". Then the player places one of his bottle caps on the Beer Card, discards the ingredient cards, and chooses City to place the [brewed] Beer Card on.

The above is all that's involved for brewing a beer. If this happens for a third time for a player, then the end game procedure is triggered.

To more specifically answer your question, I interpret this to mean that it doesn't matter if one of your Beer Cards is in front of you due to losing a Beerfest, as you've already brewed that beer. Having it in front of you only means that it's not in the market (pg 13), yet it's still considered a brewed beer. Also note that page 17 doesn't say anything about the 3rd brewed beer also having to be in the market.

Barry nailed it. A beer still counts towards the end game trigger even if it has lost a brewfest.
