I am going to try to be precise with my question.

The game rules seem to indicate that Chaos seems to have a power generation issue while Darkness has the greatest power potential but I am not seeing it.

I calculate Chaos at base 20 + runes.

Nest - 2 power
Shared nest (+1 per shared) - 6
Imbedded nest (+1 per) - 6
Rock, Paper, Power Gift (Max.3) - 3
Fragments - 3

Darkness at nase 11 + runes

4 Building types - 8
Fragments - 3

What am I missing? Even the game we played Chaos was way ahead on power and we played the Chaos generation rules incorrectly.

It's not their potential that matters. As with Cthulhu Wars (if you are familiar), Yellow Sign has an ENORMOUS Power potential (all gates, plus desecrations everywhere). Yet, Yellow Sign can struggle just as any faction to get Power.

Don't let Chaos have 6 imbedded nests! That's like letting any other empire have all 10 buildings out! Stop that guy.

Yeah, anyone who plays nice-nice with chaos and lets them stay in the in-law suite of their castle deserves what they get...

Chaos Nests are super-easy to destroy. Imbedded ones aren't. But an Imbedded nest costs 2 Power to create, and only provides 1 extra Power per turn, so it takes 3 turns for it to make a profit in turns of Power generation.

Darkness's potential is:

8 (4 building types)
1 (glorantha boost)
3 (fragments)
2 (Black Market - sometimes gives you a VP though)
? (Psychopomp)
?3+ (finishing your two-part Heroquest gives you a one-time Power boost)

Also remember that when Hellmother is in play you are getting 0-4 free Power in the form of placing free Trolls.
