Dragon Rampant: Fantasy Wargaming Rules works pretty good with any minis you got.
The rulebook costs less than $20.

For solo I play both sides.
The rules call for using rulers, but I just use the grids on battlemaps instead.

Your solo requirement is going to remove most if not all miniature skirmish games from the list.

I haven't played it myself, but I've heard that the Song of Blade and Heroes dungeon add on is great for solo play using any fantasy miniatures you have laying around. SoBaH is a very well-regarded light and cheep skirmish ruleset where you can use any minis you want. Song of Gold and Darkness is the dungeon crawl add on. Maybe worth a look?

If I may introduce my own game:

Though not solitaire, it is a skirmish game mixing the aspects of character creation of a classic RPG and the elements of skirmish games.
D&D Miniatures are perfect for W&S as they do represent Heroes (as opposed to generic soldiers most other skirmish games require).
And you will get to roll dice. A lot. Also, you will learn a new way te read your D6...

The best part of it:
The rules are free and if there are ever any questions, I'm always around to reply!

If you need a grid to play on, just go to www.catzeyes.de, select the W&S tab and download the Battle Book Unsteady Harmony for a map where two houses wage war (maybe in a capture the flag szenario?)

Kind regards,
Kai

Exactly this. There are rules for all kinds of figures and races as well as rules to construct your own, meaning you can absolutely use every figure you have. AND gold and darkness has solo rules/dungeon crawl rules. I think this is as near to perfection for your criteria as you will find.
