I see the effect that when they hit, the target must use a movement first on their next turn. But, it wasn't explicit whether the target actually gets a damage. Also, Tomahawks are used in duels, and it seems strange that the loser of the duel wouldn't get a damage.
We found this difficult as well - if not more so than the Bow and Arrow setup.
We're considering allowing for the Player to use their index finger of the non-flicking hand, in order to "steady" the tomahawk for the shot. (Which is what we're doing for the Bow and Arrows, already.)
Don't know if this would make the Tomahawks TOO attractive as a weapon.
