I've posted the following Geeklist Key to the City - London - an explanation which I hope will give you the information you seek regarding the 2016 R&D Games release Key to the City – London. A new game from Sebastian Bleasdale and Richard Breese.

I've not played your highly respected Keyflower yet but love the idea of a London based game. Those illustrations are amazing and love that you did the info book for each of the buildings.

The same inside the box except you don't get the Portuguese and Spanish rule books in the Quined edition.

At the very bottom of the manual it mentions Game Salute as a co publisher so it does seem like it.
