There are LOTS of rules about garrisoned fortresses, covering their supply status, sieges, etc., but I can find no mention of an empty fortress. Can a unit just walk into an ungarrisoned enemy fortress? I see no mention of any inherent defense in an unmanned fortress, so I am assuming one can just march in and take up residence. Correct?

That's my interpretation. I assume that this represents garrisons that are so small that they can be brushed aside with ease.

I agree with Michael. Fortresses are "neutral" terrain, rather than a unit. An empty fortress can be occupied and becomes a supply source - it's in the supply rules rather than the fortress rules.
