Rule: most cards in a row

Player 1: yellow 7 & yellow 6

Player 2: red 3 & violet 2

Winner?

Player 1 due to the high numbered cards

OR

It is a tie; due to both players having two cards in a row

Then,

Player 2 is the winner due to the red higher color card

Number is the first tie-break if the size of a set is equal. Colour only comes into play as the second tie-break.

Player 1 is winning. In the case of a tie, look at the higher number first. If there is still a tie, then look at the colour.

Surprisingly, this is explicitly called out in the rules: "To break a tie, look at each tied player’s highest card that follows the rule, checking its value, then its color if necessary."

An important principle to keep in mind in Red 7: there are never any ties - for any pair of opposing hands and any of the rules, one will always beat the other.
