Alright, this is a bit obscure, but hopefully someone (John or Martin perhaps?) can help me here:

In the ER series the Locomotive (start player marker) moves to the player with the greatest income at the end of each round. In the case of a tie, this is what breaks it: "the greater cash (or least debt)".

This is a bit ambiguous though: does this mean the greatest cash, and then, if a tie exists, then the least debt? Or does it mean the more intuitive "greatest net cash" (i.e.: cash calculated by taking one's current cash on hand and subtracting the value of any outstanding loans)?

The more important question is: Why give the loco to the leading player? This seems to be pure positive feedback. Being start player is simply a big advantage, and no downside.

Being the first to Acquire Bank Loans, and to Retire Bank Loans is no benefit. Being the first to bid on a Railway Link is no benefit. In fact, the only step that is a benefit to the First Player is Ship Commodities.
The others are either negative (for example, giving the other players info on if you need more money in Acquire bank Loans) or simply neutral (Service Bank Loan Debt, Determine Market Changes, etc.)

Play it 10 times as written and then 10 times with the least cash going first, that will give you an idea of the import.
