Why aren't there rules to split the Free Peoples and play like that 2 vs 1?

There are. Look at the four player rules option, and that will dictate how to also split the Free People into two teams. So, if you'd rather do a three player game with two FP players, you can do so. Easy-peasy.

Page 46, rules for the Three-player game:

"..there is only one Free Peoples Player.."

The rulebook bears no mention of only one Shadow Player. I thought this may have been due to one reason or another, intentionally.

The free people's player only has 4 dice (at the beginning). If each player got two and 1-2 of those is auto-move the fellowship it would make it very boring for the two teammates. Each of them would get one non-fellowship move while watching the shadow player take turn after turn after turn.

Isn't it just like that in a 4-player game?
