Rules questions:
Is ESCAPE PLAN only meant for ignoring transport restrictions or can it bybass NO ESCAPE card too?
Can it help empire escape with the death star? (I hope not)
ESCAPE PLAN and NO ESCAPE card, which takes precedence?
Does it depend on order of play?

escape plan doesnt allow you to cancel the no escape card.

cards can only be used for their printed effect, even though here the name might be causing confusion.

For the reason why Escape Plan can't counter No Escape, and also solve other contradictive card combos, check the Golden Rules at the start of the RRG:

RRG - Golden Rules wrote:
If a card ability uses the word “cannot,” it is absolute
and cannot be overridden by other abilities.

ESCAPE PLAN says
"During this combat round, your units can retreat ignoring transport restrictions."

NO ESCAPE says
"During this combat round, your opponent cannot retreat."

The only thing that "Escape Plan" does is remove the need for transport vehicle for ground forces and TIE fighters (thematically, the card represents secret transport vehicles that you had ready before the fight started).

It does not undo any other restrictions (Need a leader to retreat, the "No Escape" card, no retreating with a Death Star, etc.)
