Essentially, the problem is:

$5 million will let you develop a new battery chemistry.

$500 million is needed to build a proof of concept factory, but the batteries won't be cheap enough to be competitive. Example: Nissan's battery factories.

$5 billion is what it takes to compete at the Tesla level, which is why Tesla went safely with conventional Lithium Ion batteries.

Technological advances don't always occur in six-month cycles, no matter what Steve Jobs thought. The steam engine was the mode of power for almost seven decades; the internal combustion engine for more than a century. To make this kind of jump, it will take years.

I'm guessing another part of the problem is that there are a lot of important features to batteries other than peak energy density. Off the top of my head, charge time, durability, non-explodyness, emission of toxic radiation or fumes, temperature sensitivity, non-toxic manufacture and disposal, ability to hold a charge without load--it makes sense to me that batteries are expensive to develop. There's a lot to get right.

They are indeed.

I just replaced the batteries on my solar system with a whole new set using a different chemistry. The old batts had been Deka 12V Gels; the new batteries are Outback 2V AGMs.

There's a lot to get right on the battery side...they're just not ready for primetime yet IMO.

Startups are never going to fund something like this. Do startups produce new nuclear power station designs? You need large corporations and they have gone out of fashion.
