Unclear how this works.

Suppose the Arverni player uses the event.

1/ Can he place allied tribes for other factions?

2/ Does he pay a cost for each region in which he places allied tribes?

3/ If Averni bot, must he place as many tribes as possible ?

4/ Can he place tribes in devastated areas?

Yes. The card says "any Available Gallic Allied Tribes".

No. This is just executing event instructions, not a Command/SA.

So this is a pretty powerful event. I am at the beginning of the 54bc scenario. The Averni bot pulled this event. So he can practically place all his remaining allied tribes in one stroke at no cost.Gee!

Note that the event limits you to placing allies only at subdued cities that are not under Roman control.

And yes it is a powerful event in the right circumstance.

I have found that in the right circumstances, many of the events of the game can be very powerful.

In regular "card driven games" the events cannot be too powerful otherwise players would never use the cards for OPs. The events on the cards have to be balanced with the number of OPs the card gives.

In the COIN system, there can only be a maximum of one event resolved for every two turns (unless players pass). So even with powerful events on the cards, there will be many turns with regular "commands".
