Where is that modifier spelled out in the rules? I only see a -3 on the PAC regarding a unit moving out of melee and nothing with regards to being adjacent to an enemy when taking a rout check.

It's not.

The example is correct, but the morale is not reduced. It is because of this:

Quote:
The second number of the front side Casualty Rating
unless…
• They start in the same hex as an enemy unit or adjacent to
an enemy unit not in Melee, in which case they use the first
number of the Casualty Rating if at full strength (or only
number if the unit is Reduced).


In the example, if the unit was adjacent, it would use the casualty rating of 4 instead of 7, which is why it would be eliminated easier.

Esentially, if the unit is not close to an enemy, if they fail a Rout MC, they are more likely to run away. If they are adjacent or in the same hex as the enemy and they fail their Rout MC, they are more likely to surrender of be killed running away which is why they use the smaller casualty number.
