3-Game Setup Bullet 1.
"He takes the remaining Location and Empire cards and places them face up on his Empire deck space."

What remaining Location cards?

5.4.1
"The player may draft controlled location cards that were sent to the Empire Deck, even if out of supply."

How do location cards get into the empire deck?

This seems to have gotten muddled. There aren't any remaining location cards for Rome or Carthage. What this was meant to say was that locations that start the game neutral (in Sicily or Corsica-Sardinia) are set to the side and claimed as the game progresses.

Learn this art. It will serve you well. Dan was always better than I was at thinning his deck to the right amount. Of course, he made most location cards pretty desirable, so that the decision to send them to the empire deck can be pretty tough.

Ah...the deck thinning. Right, right. But you can't draft cards from the other guys Empire deck, correct?

5.4.1 should probably read...
"The player may draft controlled location cards that were sent to the NEUTRAL or THEIR OWN Empire Deck, even if out of supply."

EDIT: actually you couldn't draft a controlled location from the neutral empire deck as the only reason it would be in there is if it were UNcontrolled. So I amend: "The player may draft controlled location cards that were sent to THEIR OWN Empire Deck, even if out of supply."
