The US Cleveland Class CLs have a defense rating of "1", but the US Baltimore Class CAs have a rating of "4". Belt and turret armor for the CLs was about 25% thinner than the later US CAs, so I propose a revised Defense Rating of "3" for the Clevelands.

The US Treaty Cruisers (e.g., Louisville, Chicago, San Francisco, Chester, Astoria, etc.) were somewhat lightly built to meet treaty weight specifications, but they were certainly better protected than a destroyer. Armor for belt and turrets was a little better than that of the Clevelands, so I propose a revised Defense Rating of "3" for all of the pre-war US CAs.

IJN Takao and Nachi had comparable belt and turret armor, but slightly weaker than the US treaty cruisers; their defense ratings should be upped to "3".

IJN Aoba, Furutaka classes had thinner belt and turret armor than their contemporaries, but definitely better than "1" - proposed increasing these ships' defense ratings to "2".

Mogami, Suzuya, and Tone classes were originally built as CLs, but armored like the Aoba and Furutaka classes. Propose increasing defense rating to "2".
