Sorry I couldn't find this answered or mentioned anywhere. For 9.25F, can any of the 50 free steps the Soviets can get for "non-elite infantry" be used to buy Soviet airborne steps?

The intention of the rules is definitely no, though I don't recall the specific reason offhand. You're supposed to just get plain-jane infantry.

If I recall correctly from the rules, Airborne are infantry class, but not *technically* infantry, thus they're excluded from the free steps. I may be mistaken on that, though. Could also be because they're excluded from the force pool at that point.
