Per section 10 of the rules from day 19 onwards an Allied unit may be activated where it is "...proximate to a German unit/stack against which the Allied unit has at least a simple 2:1 strength advantage.....".

Within the GS rulebook I can't find an explicit definition of 'simple strength advantage'. However, I assume 'simple' means a straight comparison of unadjusted combat strength points as per the unit counters. This interpretation would be in contrast to 'situational strength'(10.61) or 'combat ratios' (13.4) both of which are subject to strength adjustments based on terrain and supply status.

Is my assumption how other players interpret the rule?

Yes, that's right. The point was making a quick comparison to speed play rather than the more complex check made in other circumstances.
